JICA and MOF Ink Deal for Human Resource Development Scholarships

On June 3, 2025, the Japan International Cooperation Agency (JICA) and the Ministry of Finance (MOF) hosted a signing ceremony for the Grant Agreement related to the Project for Human Resource Development Scholarship (JDS).

The Executive Senior Vice President of JICA, Mr. Miyazaki Katsura, signed the grant agreement with the Honorable Minister from the Ministry of Finance, Hon. Cassiel Ato Forson.

The purpose of this program is to boost human resource growth in Ghana by pinpointing and backing talented young governmental workers who are likely to take up leading positions in crafting and implementing socio-economic progress plans.

JICA's strategy is based on Japan's own development path, acknowledging human capital as the key element for national advancement and the primary driver of sustainable growth.

This program offers participants a special chance to understand Japan’s distinct approach to modernization and development, providing an alternative viewpoint not typically seen in Western frameworks. Additionally, recipients will delve into how Japan has facilitated rapid growth among otherAsian countries.

Launched initially in 2012, this initiative has entered its tenth continuous year of execution in Ghana, demonstrating an ongoing dedication to strengthening the nation's capabilities.

So far, 130 JDS fellows from Ghana have been sent to Japan, out of which 103 have finished their academic programs and obtained advanced degrees. At present, 27 fellows continue their studies in Japan.

We are delighted to share that 13 new individuals have been selected this year for the chance to advance their academic pursuits with Master’s and Doctoral degrees at top-tier Japanese institutions. These scholars will focus on fields including Economics, Public Financial Management, Public Administration, Public Health, and International Relations.

The Ninth Tokyo International Conference for African Development (TICAD 9) will be held in Yokohama, Japan, this coming August.

This platform plays a crucial role in rallying global backing for Africa’s progress based on the tenets of African leadership and international collaboration. This year’s TICAD focuses primarily on 'Innovative Solutions Through Co-Creation'. JICA anticipates that initiatives like the JDS will foster more collaborative innovations.
